Outcasts run ragged by circumstances who had banded together and put Bucky in charge. Nobody takes them seriously - not when their leader is 'a one-armed cripple' as some are wont to say if they're safely out of reach of Steve and the others in the pack.
It's Bucky's first hunt since coming back from the frontlines, healing, and pulling his pack together. They're here because Bucky insists that they need a pack omega, and he's not been happy with his prospects. That is to say, his personal happiness doesn't seem to matter much to Bucky in the circumstance. Apparently he's here to find a good fit for the pack, not someone specifically for himself.
Steve has had long conversations about this with Natasha and Clint especially. They're note quite happy with this choice. They know Bucky will end up choosing someone who can do wonders for the pack just through existing, while utterly neglecting his own needs. He's not looking to fall in love, he's not even particularly looking for personal happiness - he's just looking to provide for the pack.
It hurts, this knowledge. And it hurts more because there's nothing any of them can do to change his mind, or protect him from this. Because end of the day, they all know that he's right - they need an omega, need that center of community to settle frayed nerves and high strung tempers. Omegas make communities out of people and homes out of places. They all need that simple comfort. Steve just wishes Bucky were a little more focused on happiness over duty all the same.
Or just a little less insane in general.
"You're not going to be able to catch that one, Buck. People have been trying for years. Nobody catches Sam Wilson. And even if you could - you'd have half the Hunt on you trying to fight your claim. He's like the white stag - they all want a piece."
